Latest update on salary increase after budget for teachers of punjab 2021

ISLAMABAD:

The federal government is working on plans to rationalise the pay and pension of the government employees and has hired the services of a private firm in this regard, which is starting its work from Monday (today), sources have said.

There are several proposals under consideration, including elimination of wide disparity in salaries of employees of various ministries, divisions and departments, introduction of a new system to reduce the government’s pension bill and freezing the basic pay for pensions after completion of 25-year service.

The sources said that the government has hired a private company of international repute, which will operate under the supervision of the Pay and Pension Commission.

The Terms of Reference for this purpose would be introduced soon, the sources said. According to the finance ministry sources, the company would start its work on the reforms from Monday (today), adding that it will review the entire pay and pension structure and submit a comprehensive study to the government in six months.

However, they added, since the federal budget for the next fiscal year 2021-22 is expected in the first half of the next month, a proposal for a temporary relief of 15 to 20% in the salaries of government employees was under consideration.

On March 3 this year, the government allowed a 25% disparity reduction allowance after the government employees protested in the federal capital. The allowance was aimed at reducing the gap in the salaries of the government employees.

The sources said that a 15 to 20% increase in the salaries of the government employees is expected in the next budget but added that the increase would also be based on a formula to reduce the pay gap, which means that those employees receiving higher salaries and benefits will be given less increase.


The sources also said that the government is considering the introduction of a contributory pension system for new recruits to minimize the pension bill.

Under the proposal, they added, a separate pension contributory fund could be created for which the World Bank might provide the seed money.



Another proposal is that the basic salary of a government employees should be frozen after the completion of 25 years of service. It means that there will be no increment in the salary after 25 years, and hence the pension would also be based on the service of 25 years.

This proposal, the sources said, is aimed at encouraging the government employees to retire from the service at the end of 25-year service. However, they added that no final decision had been taken as yet on any of the proposals.

Budget 2021-22: Sindh increases salaries, minimum wage and pension

 The Sindh government employees will see a rise of 20% in their salaries, according to Sindh Chief Minister Murad Ali Shah, who presented the provincial budget 2021-22 on Tuesday.

The minimum income has also been increased by 43% from Rs17,500 to Rs25,000. The pension of retired employees has also been increased by 10%.

The total current expenditure, the Sindh government spends on its operations, staff salaries, and other administrative affairs, has been set at Rs1089.3 billion, which 74% of the total budget.

In the next fiscal year, the Sindh government will spend Rs1478 billion, which is 19.1% higher than it was last year. The total revenue will be Rs1452 billion, including taxes of Rs Rs329.3 billion. The budget deficit, when expenditures exceed revenue, has been estimated at Rs25.7 billion

The development expenditure of the province is expected to be Rs329 billion, which has been increased by 41.3%. Of this total, Rs222.5 billion has been allocated for the province’s Annual Development Programme (ADP). The ADP, which is a development expenditure at the provincial level, observed an increase of 43.5%.

The education sector has a 19% share in the total budget at Rs277.5 billion; it has been increased by 14.2% as compared to the previous year.



Funds worth Rs172 billion have been set aside for health services, which is 29.5% higher than the previous year. Meanwhile, Rs24.73 billion has been allocated for combating epidemic diseases. This allocation also includes Health Risk Allowance.

An annual grant of Rs2.5 billion has also been set aside for the Indus Hospital, and Rs2 billion for the expansion of the hospital. Grant to SIUT has been increased by 27% to Rs7.12 billion.

For the rehabilitation of the IT sector, Rs1.7 billion have been allocated. Rs3 billion have been set aside for industrial development through small and medium-sized enterprises (SMEs). Another Rs2 billion has been allocated for low-cost housing.

The amount allocated for the Transport and Mass Transit Department has been increased by 15% to Rs 7.64 billion. Murad said that 250 diesel hybrid electric buses will also be procured this year.

Budget 2021-22: PTI govt proposes 10% increase in salaries, pensions



LAHORE: The Punjab government on Monday approved the proposed budget for the fiscal year 2021-22 today with an estimated total budget outlay of Rs2.653 trillion, including an Annual Development Programme (ADP) worth Rs560 billion.

Punjab Finance Minister Hashim Jawan Bakht presented the budget, which received unanimous approval from the Punjab Cabinet. 

The Punjab Cabinet also approved the much-anticipated 10% increase in salaries and pension of provincial employees and also greenlighted the decision to increase the minimum wage of workers from Rs17,500 to Rs20,000.

In the cabinet meeting, the Board of Revenue proposed to increase the agricultural tax. However, the Chief Minister of Punjab Sardar Usman Buzdar and the Punjab Cabinet unanimously rejected the suggestion.

"The proposed budget has measures to give relief to the common man," CM Buzdar. "All targets are realistic and all priorities have been set in accordance with the needs of the masses."

The chief minister added that the budget is not a "magic of statistics" but is a document based on development.

Taking a jibe at the Opposition, the chief minister said: "The job of the incompetent and failed Opposition is just to make noise. Criticising the government's positive policies only for the sake of criticising make them look bad."

The budget session was the maiden one in the newly-constructed building of the Punjab Assembly. The total outlay of the budget has increased by more than 18% and the development budget has gained 66% compared with the current fiscal year.

The Punjab government has fixed the target of more than Rs400 billion of provincial revenue (both tax and non-tax revue) for the fiscal year 2021-22, which is 28% higher than the ongoing fiscal year target. This reflects that the economy of Punjab has been battling the COVID-19 impact and economic managers are anticipating quick growth and economic activities in the coming fiscal year.

For the first time in the history of the province, a separate annual development plan to the tune of Rs189 billion is allocated for south Punjab, while these schemes would also be published in separate budget books.

Furthermore, the funds allocated for south Punjab will not be used anywhere else, and out of total development schemes, a minimum of 35% would be allocated for south Punjab in each sector.

The government has allocated over Rs200 billion for the social sector, including health and education sectors, Rs145 billion for infrastructure development, over Rs55 billion for production sectors including agriculture, industry, tourism, wildlife, fisheries, forest, and more than Rs90 billion for special programmes.

The government has allocated Rs1 billion for the Cholistan Development Authority (CDA) for water reservoirs and road infrastructure, Rs15 billion for community development programmes. Further, Rs99 billion have been set aside out of the total Rs295 billion district development programme for all districts of the province.

The government has decided to give a blanket cover of health insurance card to the entire population of the province and has allocated Rs80 billion for the project. A long-awaited air ambulance service project will also be initiated with initial seed money.

The government has also allocated over Rs28 billion for the mega projects of Lahore, including the establishment of a new 1000-bed modern hospital in the city, a surface water treatment plant, underpasses, and flyover projects.

The government has earmarked Rs3.5 billion for industrialisation in the province and completion of work in the existing industrial estates. Moreover, Rs10 billion has been set aside for soft loans of the Punjab Rozgar Scheme.

In order to control artificial inflation, the government has established the Model Bazaar Authority and allocated Rs1.5 billion for the establishment of model bazaars across the province. The government has made a Rs58 billion allocation for road infrastructure in the budget 2021-22. Other than this, Rs39 billion will be spent from the Public Sector Development Programme (PSDP) and Rs8 billion allocated under CM Road Rehabilitation Programme. In total, over Rs100 billion will be spent on road infrastructure in Punjab in the next fiscal year.

For low-income housing project, Rs3 billion is allocated in the budget under the peri-urban housing scheme. For water and sanitation projects, the government has allocated Rs9 billion through which it will establish wastewater treatment plants in Lahore, Faisalabad, Sialkot, and other megacities alongside solid waste management and drinking water projects.

In order to ensure food security and increase agricultural productivity, the government has made a whopping increase of over 300% in the agriculture development projects. The government has allocated more than Rs31 billion for the agriculture transformation programme. 

For livestock and dairy development projects, Rs5 billion have been allocated, and for the improvement of watercourses, Rs5 billion have been earmarked. 

As for environmental protection, an allocation of Rs4 billion has been made out of which Rs2.5 billion will go to the Prime Minister's flagship 10 Billion Tree Tsunami Project.

Salary increase in budget 2021-22 Pakistan and pension

 

In the National Assembly, the Federal Budget 2021-22 has announced on June 11, 2021. The Finance Minister Shaukat Tareen presented this budget 2021-22 for the public. For this new budget plan, the meeting was held in the National Assembly under the Speaker Chairman Asad Qaiser in which Hamza Azhar, Federal Minister of Economic Affairs provided the new budget details.

In this budget, the federal government has given Rs 8000 billion for the next financial year, 900 billion for federal development budget, and Rs 1,330 billion for their defense. In budget 2021-22, the federal government has also presented Rs 510 billion for civil government expense and Rs 994 billion for grants.

Salary increase in Budget 2021-22 Pakistan

The budget 2021-22 gives good news for government employees who want to increase their basic pay. The federal government has spent Rs 475 billion on government employee’s pensions.

The government drafted a federal budget 2021-22 of PKR Rs 7,570 billion with a deficit of Rs 3,000 billion for the public and especially for the government employees. The budget has increased the employee’s salaries by 10% and pensions also by 10% due to high inflation from July 1, 2021.

The federal government adjusted the salary increment by following criteria:

  • The all government employee’s salaries have increased by 10% and Adhoc Relief Allowance also increased by 10% from July 1, 2021.
  • The government employee’s pensions have also increased by 10% from July 1.
  • Ardali Allowance has increased Rs. 14000/- per month to 17500/- per month.
  • The integrated Allowance for BPS-1 till BPS-5 scale employees has raised Rs. 450/- per month to 900/- per month.
